Elizabeth Glazer, Deputy Secretary for Public Safety, joined sheriffs from across the state to show support for the proposal, which is included in the 2012-13 executive budget plan. Sheriffs' Association representatives speaking at the press conference included: Rensselaer County Sheriff Jack Mahar, Albany County Sheriff Craig Apple, Schenectady County Sheriff Dominic Dagostino, Chemung County Sheriff Christopher Moss, Niagara County Sheriff James Voutour, and Sheriffs' Association Executive Director Peter Kehoe.
Currently, state law only permits DNA samples to be collected from less than half - 48 percent - of offenders convicted of a Penal Law crime. Under the Governor's proposal, DNA-eligible crimes would be expanded to include all misdemeanors under the Penal Law (instead of only 36) and all felonies including those found outside the Penal Law.
