Sheriff Gary W. Howard served in the Tioga County Sheriffs Law Enforcement and Criminal Investigation Division for 26 years before he was elected Sheriff in 2004. Sheriff Howard began his career in 1977 as a Tioga County Correction Officer, and steadily rose through the ranks to Senior Investigator in which position he served for 16 years before being elected Sheriff. Sheriff Howard served three years in the United States Army, where he was assigned as a Military Police Sergeant with the 287th MP Company, stationed in Berlin, Germany. Sheriff Howard is a member of the American Legion Post 401, the Tioga County Republican Committee, the Tioga County Fire Investigation Team, Tioga County Sheriffs Office Emergency Response Team and past President of the Tioga County Law Enforcement Association. Sheriff Howard is also Tioga Countys Representative for the New York State Counter Terrorism Zone 6 Task Force as well as a Certified Police Instructor. The Sheriff has received extensive training in law enforcement and corrections administration, and he is a graduate of the U.S. Army Military Police School. Tioga County has an estimated population of 51,784.
